METHOD STATEMENT


1. Objective
The objective of this method statement is to provide guidelines for the safe and effective training of employees in the operation of forklifts, ensuring they have the necessary skills and knowledge to operate forklifts safely and efficiently and to make them understand and be fully aware of their duties and responsibilities as MHE operators in their workplace.



2. Scope
This method statement covers the entire forklift training process, including theory and practical training, assessment, and ongoing supervision.



3. Responsibilities
• Training Instructor: Responsible for conducting forklift training, ensuring it meets safety standards and legal requirements. Specifically HSE guidance and accrediting bodies syllabus.
• Trainees: Participants in the forklift training program must actively engage and follow all safety guidelines.
• Safety Officer: Oversee the safety aspects of the training and ensure compliance with safety regulations.
• Management: Responsible for providing resources and support for the forklift training program. Ensuring an adequate training area is available and MHE meets HSE criteria.



4. Training Program
4.1 Theoretical Training
• Provide trainees with classroom instruction on:
o Forklift types, components, and controls.
o Safety procedures, including hazard identification and control.
o Load handling and stability principles.
o Pre-operational checks and maintenance.
o Safe working distances and pedestrian awareness.
o HSE guidance, LOLER, PUWER, L117, HASAWA.
4.2 Practical Training
• Conduct hands-on training in a designated training area with forklifts.
• Trainees will learn and demonstrate:
o Starting, stopping, and manoeuvring forklifts safely.
o Safe load handling, including picking up and placing loads.
o Parking and securing forklifts.
o Emergency procedures and evacuation (where necessary).
4.3 Assessment
• Evaluate trainees through written tests and practical demonstrations.
• Assess their ability to operate forklifts safely, follow procedures, and make correct decisions.
• Trainees must achieve a passing grade to complete the training.

5. Safety Precautions
• Ensure all trainees wear appropriate on site personal protective equipment (PPE), including helmets, safety vests, and steel-toed footwear (dependent on site regulations)
• Conduct training in a controlled environment away from pedestrians and other potential hazards such as real time work situations, to avoid any interference.
• Prohibit unauthorized personnel from entering the training area.
• Emphasize the importance of maintaining a safe distance from the forklift during operations.


6. Record Keeping
• Maintain records of all forklift training sessions, including attendance, test results, and certificates of completion.
• Keep records for future reference and compliance purposes.


7. Ongoing Supervision
• After training advise operatives employers to monitor and supervise trainees as they gain experience in actual work settings.
• Provide feedback and additional coaching as needed to ensure continued safe and efficient forklift operation.

8. Review and Revision
• Periodically review and update this forklift training method statement to incorporate changes in regulations, equipment, or best practices.

9. Emergency Procedures
• Trainees must be familiar with emergency procedures, including how to respond in the event of an accident, fire, or equipment malfunction.

NO TRAINING WILL BE DELIVERED ON MHE THAT DOES MEET THE STANDARDS REQUIRED, NO TRAINING WILL BE DELIVERED IN UNSUITABLE TRAINING AREAS, NO TRAINING WILL BE DELIVERED TO CANDIDATES THAT ARE SUSPECTED OF BEING UNDER THE INFLUENCE OF ALCOHOL OR ILLICIT DRUGS.
